in che contensto si inserisce il progetto?

Il progetto Tourism4all – Development of a crossborder network for the promotion of the accessible tourism destination è un progetto Interreg, parte del programma CBC Italia-Croazia, istituito a seguito dell’ingresso della Croazia nell’Unione (nel luglio 2013). L’obiettivo generale del Programma è quello di incrementare la prosperità e il potenziale di crescita dell’area attraverso la stimolazione di partnership transnazionali in grado di raggiungere obiettivi tangibili. Il programma è parzialmente finanziato dal Fondo Europeo per lo Sviluppo Regionale (ERDF). La dimensione finanziaria totale del programma è di 236 milioni di Euro, con l’85% di fondi ERDF (201 milioni di euro) e il 15% di co-finanziamento nazionale. La dimensione finanziaria del progetto Tourism4all, nello specifico, è di circa 2,6 milioni di euro.

 

 

quali sono gli obiettivi del progetto?

L’obiettivo generale del progetto Tourism4all è quello di sviluppare e promuovere una rete transfrontaliera di destinazioni turistiche accessibili con patrimonio naturalistico e/o culturale, con lo scopo di ridurre la dipendenza dal turismo stagionale, attraverso la promozione dell’inclusione sociale e dei servizi turistici per persone con particolari necessità (es. persone con disabilità, anziani, …). L’approccio sarà improntato su un continuo scambio di esperienze e misure, per assicurare la cooperazione tra gli attori locali. Per raggiungere l’importante obiettivo di un’offerta turistica accessibile (e dunque “universale”) è importante agire su più fronti. mPer questo il progetto Tourism4all – che avrà una durata di poco più di due anni – prevede due fasi: una prima fase dedicata alla formazione degli operatori e una seconda fase di implementazione dei siti naturali e culturali e delle strutture ricettive, attraverso le sperimentazioni che verranno portate avanti nelle aree pilota del progetto.

 

 

 

quali sono i risultati sperati?

Gli indicatori dei risultati del progetto misureranno la stagionalità turistica nell’area coinvolta dal programma; l’intento è quello di ridurre la stagionalità dei flussi turistici per redistribuirli nell’arco dell’intero anno. Il focus sarà dunque su target specifici più propensi a viaggiare in stagioni diverse dall’estate, come le persone anziane e quelle disabili. Il contributo del progetto, in questo senso, ha a che fare con azioni di cooperazione transfrontaliera volte a rendere le eredità culturali e naturali una risorsa per la costruzione di un territorio sostenibile e uno sviluppo più equilibrato. Tra gli output del progetto è infatti prevista la realizzazione di una brochure transfrontaliera di turismo accessibile con molteplici destinazioni, utile ad un’efficace attività di promozione dei territori coinvolti. Il progetto si candida pertanto a divenire un valido strumento per la strutturazione di una governance multi-territoriale dedicata alla gestione delle strategie turistiche locali.

 

 

 

qual è il contributo di Odòs?

Prima della fase di sperimentazione, il progetto prevede una prima fase dedicata alla formazione di operatori turistici e rappresentanti pubblici e privati rilevanti, con l’obiettivo di coinvolgere nella progettualità – in due sessioni distinte, tra le città di Padova e Ancona (o Jesi) – domanda e offerta di servizi turistici accessibili. Odòs, insieme al partner di progetto Irecoop Veneto  (importante istituto di formazione, da anni accreditato dalla Regione Veneto) sarà responsabile delle due sessioni formative, che saranno strutturate in 4 giornate l’una: la prima sessione si terrà a Padova nel mese di novembre 2019, mentre la seconda si terrà ad Ancona (o Jesi) nel mese di Febbraio 2020.  In previsione dell’attività di formazione, Odòs è inoltre responsabile, insieme a Irecoop Veneto e al partner croato dell’Università di Aspira, della produzione di un questionario che rilevi le esigenze formative degli operatori turistici locali, da distribuire tra tutti i partner del progetto (che ne distribuiranno a loro volta un numero significativo) al fine di ottenere un’importante mappatura transfrontaliera delle esigenze di competenze degli operatori turistici. L’analisi statistica dei risultati e il campione così ottenuto rappresenteranno un importante dato di riferimento attraverso il quale parametrare l’attività di formazione.

 

In what context does Tourism4all project fit in?

“Tourism4all” project is part of the CBC Italy-Croatia program: the program was established following Croatia’s entry into the Union in July 2013 and is part of the European Territorial Cooperation (ETC) – one of the objectives of the Community Cohesion Policy.  The general objective of the Program is to increase the prosperity and the potential for “blue growth” of the area through the stimulation of transnational partnerships capable of achieving tangible goals”.  The program is partially funded by the European Regional Development Fund (ERDF).  The total financial size of the program is 236 million euros, with 85% of ERDF funds (201 million euros) and 15% of national co-financing. The financial size of Tourism4all project, in particular is 2,6 million euros.

 

What are the goals of the project?

The goal of Tourism4all project is to develop and promote a wide crossborder network of accessible tourist destinations with natural and cultural heritage, in order to reduce reliance on seasonal tourism and promote social inclusion by sharing approaches and methods and by joint-promoting tourism services for disadvantaged people and for those with special accessibility needs (e.g. disabled, elderly, …). The project’s approach will be based on a continuous exchange of experiences and measures, to ensure cooperation between local actors. To achieve the important goal of an accessible (and therefore “universal”) tourist offer, seems important to act on several fronts. That’s why Tourism4all project – which will have a duration of three years – includes two phases: a first phase of operators training and a second one that foreseen the structures implementation, through the experiments that will be carried out in the project pilot areas.

What are the expected results?

Project performance indicators will measure tourist seasonality in the program involved area; the intent is to reduce the seasonality of tourism flows, to redistribute them throughout the year.  The focus will therefore be on specific targets, more likely to travel in seasons other than summer, such as the elderly and the disabled.  In this respect, the contribution of the project has to do with cross-border cooperation actions aimed at making the cultural and natural heritage a resource for the construction of a sustainable territory and a more balanced development.  Among all the project outputs, a useful tool for an effective promotion of the involved territories will be produced: indeed, the creation of a cross-border brochure of accessible tourism with multiple destinations is also planned.  The project is therefore a candidate to become a tool for the structuring of a multi-territorial governance dedicated to the management of local tourism strategies.

 

What is the contribution of Odòs?

Before the experimental phase, the project foresees a first phase dedicated to the training of tour operators and relevant public and private representatives, with the aim of involving in the project – in two separate sessions, between the cities of Padua and Ancona (or Jesi) – demand and supply of accessible tourist services. Odòs, together with the project partner Irecoop Veneto (an important training institute, accredited by the Veneto Region for years) will be responsible for the two training sessions, which will be structured in 4 days each: the first session will be held in Padua in November 2019, while the second will be held in Ancona (or Jesi) in April 2020.  In anticipation of the training activity, Odòs is also responsible, together with Irecoop Veneto and the Croatian partner of Aspira University, for the production of a questionnaire that maps the training needs of local tourism operators, to be shared among all project partners (which in turn will spread in a large number) in order to obtain an important cross-border mapping of the skill needs of tourism operators.  The statistical analysis of the results and the sample thus obtained will represent an important reference data through which to parameterize the training activity.
